Adobe Flash
Having used Flash, I think it takes quite a few minutes to get used to the animation, it's quite expensive to buy, but I do think it is worth the price you pay, in terms of quality, it isn't great, but it is very good for amateurs using this application, I wouldn't recommend it for professionals because I don't think the quality is enough for people who are looking to make a high in detailed animation. I do think that some of the features in the application are professional, such as the tweening and how easy it is to insert frames. But I do not think that it is professional enough.
Layers
Adobe Flash's layer system is very simply to work with and very effective, you put the background of your animation at the bottom and any other images you want on top of the background above it, it is a simple way of sorting out images and separating them from each other.

Blender
Blender is a great and easy way to create 3D models, it is a more advanced software as the models do not stay in the 2D format, the software is free to use. The software can be used to create animated films, visual effects, art, 3D printed models, interactive 3D applications and video games. Blender's features include, 3D modelling, UV unwrapping, texturing, video editing and many more. Having used Blender and not being good at creating things, I think that Blender really helped me at making it a lot easier than it looks and easier to use the programme.
Layers
Blender Layers are basically the same as Flash, simple to use and help to separate the animation into individual parts.

Comparison
Having used both, I do think that for making animation, Flash is better for 2D animation and it's a lot simpler to use this is because of the tutorials you get, even though it is an expensive application to buy, I still think that if you wanted to making animations of a better standard, you would choose Flash, Blender is a good animation application for 3D animations but, I just think that with all the options you get on Flash, the tutorials just help too much and provides a much easier way of creating animations.
The Comparison between the layers are that they aren't that different but Flash is a lot more clear to use, you can edit them easier, you can see where the layers are, you can label them, I personally think that Flash is the best animation creator of the two.
